The proposal was to build four detached dwellings with associated services and parking on land at the eastern end of Clay Head Close in Lonan. Due to the topography of the site, the dwellings were designed as split-level buildings arranged over three floors. The officer accepted that the principle of residential development on this designated site was acceptable and that highway and drainage impacts were not objectionable. However, the specific design and positioning of the dwellings — most critically plot 4 — was found to cause unacceptable harm to the amenity of neighbouring residents. The application was refused on that basis, contrary to General Policy 2 of the Isle of Man Strategic Plan 2007.
The application was refused because the design and position of the proposed dwellings, specifically plot 4, would unacceptably harm the residential amenity of surrounding properties. Although the overall level of development and highway impacts were considered acceptable, the layout failed to meet the amenity standards required by General Policy 2 of the Isle of Man Strategic Plan 2007.
