The site represents the domestic curtilage of an existing dwelling situated on the northern side of the Corlea Road which runs from the Ballamodha Straight (A3) to Cringle Reservoir. The property is set back from the road by around 30m (the scale on the location plan states 1:2500 where it is in fact 1:1250). The existing property is set in a largely open landscape with very few other buildings. Behind the house there is a garage block.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is, not designated for development, just at the edge of an area of Woodland which marks the start of Cringle Plantation.
The site has been the subject of many applications for alterations and extensions, some permitted, most recently two applications which were refused for the erection of a conservatory (PAs 97/0708 and 97/00086). These applications were refused for reasons relating to the fact that the
conservatories were on the front elevation and would have detracted from the character of the existing property.
Proposed now is the erection of a conservatory and a new snooker room/snug both at the rear of the property and an extensions to the porch at the front. The conservatory will be around 5m by 5m with a bevelled edge and the snooker room/snug will extend the property by 7.5m. The porch will be extended by 1m from the frontage of the property and in an open but roofed form.
Malew Parish Commissioners raise no objection to the application.
The Isle of Man Fire and Rescue Service recommends consultation regarding means of escape from the property and the installation of domestic smoke detection.
The Strategic Plan recommends that traditionally styled properties should generally not be extended above 50% of the size of the original footprint unless in exceptional circumstances. In this case the property has already been extended in the past to the rear and to the side. Fortunately, the rear extension is not visible to the public as it is very long and has modern styled windows which are not sympathetic to the appearance and character of the front of the house which is largely still traditional other than for the large front porch. The conservatory and snooker room extension are both single storey and neither may be seen from the road. Bearing in mind the existing extensions - their size and appearance, and the single storey nature of the extensions now proposed and the fact that they cannot be seen from the highway, lead me to conclude that the proposals would not adversely affect the appearance of the property or the amenities of the area.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.

This permission relates to the alterations and extensions shown in drawings 05/1/07, 05/2/07, 05/3/07, 05/4/07, 05/5/07, 05/6/07, 05/7/07 and the location plan all received on 3rd October, 2007.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection, a that the applicant consults the f/o, prior to the commencement of any works, to ensure that adequate fire precautions are taken.
