Officer's Report
The Site
The site defined in red, represents the car parking area and temporary club facilities operated by Foxdale Football Club at their ground at Billy Goat Park, off the Stoney Mountain Road to the south east of Foxdale village.
Planning Status And Relevant Policies
The site lies within an area designated on the Foxdale Local Plan as Playing Field.
Planning History
The football pitch was permitted under PA 93/0615 and a temporary club house approved under PA 94/1642. A clubhouse was permitted under PA 95/1359 and 01/1101. This latest proposal involved a
larger building which is now proposed but of a similar appearance and with club room facilities as well as changing rooms.
The Proposal
Now proposed is the erection of a permanent clubhouse to replace the temporary accommodation on the site. The building will be erected within the car park and will be just under 15m by 5m in area and single storey. The building is basic in appearance. There are no catering or entertaining facilities in the building - simply changing facilities.
Representations
The Isle of Man Water Authority recommend a note regarding the provision of water supplies to the building. The Isle of Man Fire and Rescue Service recommend liaison regarding fire precautions. Malew Parish Commissioners and Department of Transport Highways and Traffic Division raise no objection to the proposal.
Assessment
The building is modest and will not generate significant amount of after match functions or use. The building is some distance from major highways and as such will have a limited visual impact but will improve facilities for the players at this local club, which should be encouraged.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Isle of Man Fire and Rescue Service and the Isle of Man Water Authority raise matters which are not material planning considerations and as such should not be afforded party status in this instance

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of changing facilities as shown in drawing FAFC/01 received on 16th October, 2007.
C 3.
The roof must be finished in dark grey, dark brown or black tiles.
C 4.
Within one month of the changing facilities becoming available for use, the temporary changing facilities on site must be removed and the area made available for car parking as shown in the approved plans.
N 1.
PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
N 2.
For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
