The application site represents the curtilage of 18a Snugborough Trading Estate, Union Mills. The site is accessed from the main Peel Road and taking the first right, unit 18a can be found at the end of the road. The unit is one of part of a larger block of industrial units.
The application site is located within an area identified as being Predominantly Industrial by the adopted Local Plan, this being the Braddan Parish District Local Plan (Planning Circular 6/91).
PLANNING HISTORY The following previous planning applications are considered relevant in the assessment and determination of this application: 96/01479/B sought permission for internal and external alterations to the building. this was permitted 4th February 1997. REPRESENTATIONS
The Department of Transport Highways Division has not commented on this application. Braddan Parish Commissioners indicate no objection to this application. The Isle of Man Water Authority issues a note to be attached to any subsequent approval. The Isle of Man Fire and Rescue Service issues a note to be attached to any subsequent approval. The Manx Electricity Authority issues a note relating to underground cables/ overhead lines to be attached to any subsequent approval.
We have received no privately written representations in relation to this planning application.
This application seeks approval for external alterations to unit 18a. This would reinstate the building to how it was prior to being altered in accordance with PA 96/01479/B and as such the building would return to the original form in which it was constructed. Changes would be made to the fenestrations including the installation of a large vehicular access door.
There was some confusion over the location of the site as indicated by the site location plan. A meeting with the agent clarified that the description of development was correct however the incorrect site had been demarcated in red. This was amended by the agent to show the correct site which now corresponds to the site as advertised.
The proposal is considered to be acceptable as it returns the building back to its original state to serve the needs of the occupying business. There would be no adverse impacts as a result of this development, indeed the reduction in floor space would suggest less demand for parking.
RECOMMENDATION
It is recommended that the application be permitted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the plans and information 1934/1 REV 1, HLK/246/1, HLK/246/2C and covering letter submitted and date stamped 17th October 2007.
N 1. It is recommended that the applicant consults the Fire Safety Department to discuss fire precautions.
N 2. A water main runs along the frontage of the property which may be susceptible to damage due to vehicles passing over it. The Applicant should contact the Water Authority to discuss protecting the main before construction work commences.
N 3. There are underground cables/overhead lines present in the area indicated in the Planning Application. Please contact the Network Operations Department, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant should contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 & GS6.
