The site represents two fields on the eastern side of Surby Road opposite a property known as Folly Cottage. The site has no built development within it but an existing access from Surby Road.
The site lies within an area designated on the Arbory and East Rushen Local Plan as Open Space of an Area of High Landscape or Coastal Value and Scenic Significance.
There have been no previous planning applications submitted in respect of this site.
Proposed is the erection of a horse shelter in the field alongside the southern boundary hedge. The shelter is to be 7.5m wide and 3.5m deep with a 1m overhang. The building is to be constructed from timber with a green coloured sheeted roof

The Manx Electricity Authority recommend liaison regarding the existing overhead electricity supplies which run across the site.
The proposed stable building is modest and will have a limited impact on the character and appearance of the area in which it will be situated. The provision of shelter for horses in the countryside is not unacceptable, as stated in the Strategic Plan Environment Policies 19, 20 and 21 which require that such structures will not have an adverse visual impact or adverse impact on the highway network serving the site. Such buildings should not have cavity walling and should reflect their purpose, which this proposal does.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Manx Electricity Authority raise issues regarding working practices around existing supplies, which are not material planning considerations and as such the Manx Electricity Authority should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a horse shelter as shown in drawings reference FS/01, -02 and -03 and FS1 allr received on 17th October, 2007.
C 3. The shelter must be finished in dark brown or dark green materials.
C 4. The building may only be used for the shelter of horses or agricultural animals.

The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
