THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises the curtilage of a detached dwelling that is located opposite Groudle Glen railway stop in Onchan.
The proposed development comprises of the erection of a garage onto the side of the dwelling and the creation of hardstanding and vehicular access within the application site.
Planning History
Whilst the application site has been the subject of a number of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Representations
Onchan District Commissioners recommend that the planning application be approved.
Planning Policy
In terms of land use designation the application site is located within a wider area of land that is designated as open space (private woodland or parkland) under the Onchan Local Plan. Effectively, the application site represents an existing dwelling that is located in the countryside. There are no policies within Planning Circular 1/2000, the written statement that accompanies the local plan, that are considered specifically material to the assessment of this current planning application.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.

The proposed garage is in keeping with the existing character of the dwelling and therefore acceptable. Similarly, the proposed hardstanding has suitably limited impact and is also considered acceptable. Given that the access onto the highway already exists it is considered that its widening is acceptable in terms of highway safety.
It is recommended that the planning application be approved.
