The dwelling 10 The Mill Race, Sulby is a two storey detached property which is located on the southern side of The Millrace, south of Sulby Bridge.
Land Use Zoning
The dwelling has been zoned under the Sulby Local Plan Order 1998 as being within an area of predominately residential use; the site is not within a Conservation Area.
Proposal
The application proposes the erection of an extension over existing garage.

We have received no privately written representations objecting to the application. Assessment / recommendation The introduction of a first floor extension above the existing garage I do not consider would have an adverse impact upon the residential amenity of the neighbouring property due to the height, orientation and distance from the property of 9 Mill Race.
Again, with regard to the design and size, I am of the opinion that the proposal would be in keeping with the existing property and would not introduce an incongruous feature to the visual detriment within the street scene and to the property itself.
A concern I had was due to the first floor Juliet balcony to the rear elevation. The introduction of balconies of these types within residential areas can result in loss of privacy of the neighbouring properties. In this case I consider neighbouring property 9 Mill Race could be unduly affect by the balcony. When considering the possible loss of privacy, the Authorities guidelines for windows of dwellings directly facing each other would normally require a 15 metre gap. The property Nr 9 is located to the east of Nr 10, and the Juliet balcony would be located 6 metres (approximately) away from the boundary fence. I consider that significant overlooking would not occur however, due to the orientation between the two properties and as the design of a Juliet balcony does not have a projection, unlike traditional type of balconies. Because of these reasons overlooking into the neighbouring properties windows would not be possible, and whilst some overlooking could occur over the neighbouring garden, I consider overlooking would not be significant enough to warrant a refusal on these grounds.
Recommendation For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

This approval relates to the submitted documents and drawings 1968/1 and 302-01 all received on 22nd October 2007.
The external finishes of the extension must match those of the existing building in all respects.
The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
