The application site represents comprises Field 514355 and part of Field 510185, Rheast Road Santon which is accessed from the main A5 road via The Sloping Road. The property "Springside" is located opposite the proposed field access.
The application site is located within an area identified as being "White Land" by the 1982 Development Order and as such represents the open countryside.
There are no previously submitted planning applications considered to be relevant to the assessment and determination of this application.
The Department of Transport Highways Division does not oppose this application but attaches. Santon Commissioners do not oppose this application. The Department of Transport Drainage
Division does not object to this application but requests that the applicant contacts them to discuss the proposed culvert.
We have received no privately written representations in relation to this planning application.
This application seeks approval for the creation of a vehicular access to Fields 514355 and part of Field 510185. The submitted drawings show visibility splays of 2 metres by 36 metres and states that the field entrance is to be constructed of material which prevent the deposition of soil/mud or stones on the public highway.
The application form states that the existing use as agricultural land is to remain as agricultural land. A letter was sent to the Agent 3rd January in order to confirm that this is the case. The Agent replied stating that the applicant grazes horses on the site and that the proposed access would provide safe access.
The proposed field access would have a very limited visual impact upon the landscape and the wider area in general. The Department of Transport Highways Division has indicated no objection following discussions with the applicant and which has resulted in sufficient highway standards being included into the proposal and as such it is considered that there would be no adverse highway impacts as a result of this development. Whilst the access would be positioned opposite to the existing access to the property "Springside", it is not considered that this proposal would result in any significant disturbance or loss of residential amenity.
It is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the plans and information 4165/L1, 4165/L1 and DOT Copy Letter submitted and date stamped 22nd October 2007.
N 1. The granting of planning permission for this field access in no way infers or indicates that this land is suitable for any future development.
N 2. The applicant is advised that under section 35 of the Land Drainage Act 1934, written consent is required from the Department of Transport for any work carried out on any watercourses throughout the Island. It is strongly recommended that the applicant contacts the Drainage Division before work commences on site to discuss the proposed work on the watercourse. The applicant is required to supply full details of the proposed culvert along with calculation to support the proposal.
