The application site represents the curtilage of 13 Norwood Drive, Douglas. The property is semi detached and is located at the top of the cul-de-sac.
The application site is located within an area identified as being Predominantly Residential Use by the Douglas Local Plan. The site is not within a Conservation Area.
The following previous planning application is considered relevant in the assessment and determination of this application:
PA 91/01358/B sought permission for the creation of a car parking space at 12 Norwood Drive. This was permitted on Review.
Douglas Corporation has indicated no objection to this application. The Department of Transport Highways Division has not commented on this application. We have received no privately written representations in relation to this planning application.
This application seeks approval for the creation of an off road parking space and vehicular access at 13 Norwood Drive. This would consist of the removal of the front boundary wall and the paving of the front garden area. Concerns as to the proportion of the front garden proposed to be paved over led to an additional plan being requested which provided more information as to how planting would be incorporated into the scheme in order to soften the hard surfacing. This indicates pockets of planting to be located in the four corners of the front garden area. It also provides details of the proposed paving to be used which are a reddish brown in colour in a horizontal layout, similar to those evident on other driveways in the immediate vicinity.
The site does not currently have any off road parking and several other properties in the street have undertaken similar works to provide off road parking. However it is important to ensure that where proposals such as this are permitted, a level of planting is retained or introduced to soften the impact of the hard surfacing. On this particular site, the width of the front garden area is smaller than other properties within the street scene and the property displays a narrow frontage which widens towards the dwelling. This has resulted in a proposal which would use a significant area of the garden for parking. However it is considered that the planting beds proposed to be located around the site periphery would create visual breakages from the hard surfacing, adequately mitigating the impact of the paved area. It is therefore considered that this proposal would not appear incongruous to the visual amenity of the locality and would not adversely impact neighbouring properties.
It is considered that the development is acceptable and is therefore recommended for approval.
It is recommended that the application be approved.
