3 January 2008 · Delegated
14, Mona Street, Douglas, Isle Of Man, IM1 2qd
This application sought permission to retain uPVC casement windows to the front elevation and an external staircase and access to the rear of a three-storey dwellinghouse at 14 Mona Street, Douglas. The property sits within the Windsor Road Conservation Area, where the impact of alterations on the character and appearance of the area is a key consideration. The officer report noted that photographic evidence from the Conservation Section confirmed the original windows were timber sliding sash windows, and that the second-floor uPVC windows did not replicate that style. During the process, the applicant agreed to replace a basement structure with a small lean-to lightwell window, which formed part of the amended proposal. The application was approved on 3 January 2008 under delegated authority, subject to two conditions.
The application was approved by the Director of Planning and Building Control under delegated authority. The key planning question was whether retaining uPVC casement windows and a first-floor external staircase to the rear would preserve or enhance the Windsor Road Conservation Area. The application was also amended during the process to replace a basement structure with a small lean-to lightwell window.
