The site represents the curtilage of an existing dwelling situated on the corner of Ballakeyll and the Main A7 highway. The existing dwelling is a semi-detached dormer bungalow attached to a property to the north east - Meadow View.
The site is within an area designated on the Arbory and East Rushen Local Plan as Residential.
Planning permission was granted for alterations including a dormer window in Meadow View under PA 96/0606.
Proposed here is the installation of a dormer windows in the north eastern facing pitch of the rear elevation. The dormer will look towards the rear of the side of Meadow View. The dormer is to better accommodate a bathroom and will have obscured glazing fitted to the window itself.
The Isle of Man Fire and Rescue Service recommends the installation of domestic smoke detection.
Manx Electricity Authority advise that there are existing electricity supplies which should be avoided whilst the works are being undertaken.
Department of Transport Highways and Traffic Division and Rushen Parish Commissioners raise no objection to the application
The proposed dormer will look towards the side elevation of Meadow View, an elevation which has what looks like a bedroom window looking directly towards the dormer. I wrote to the occupant of Meadow View on 22nd October, 2007 to enquire whether they are aware of the application and have any objections to it but have received no response. The dormer window will be fitted with obscured glass and as such there should be no overlooking or adverse impact on the privacy or amenities of those in the adjacent property.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Manx Electricity Authority raise issues regarding working practices around existing supplies, which are not material planning considerations and as such the Manx Electricity Authority should not be afforded party status in this instance.
The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.

This permission relates to the alterations and extensions shown in drawing 1325-01 received on 17th September, 2007.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
