Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling situated on the eastern side of Church Road, together with grazing land/paddock associated with it. The dwelling is situated at the north western corner of the site and has two outbuildings to the north and north east. The existing house is a relatively traditional two storey stone dwelling with small porch. The stone building alongside the dwelling is a two storey building in part with single storey lean to annex at the rear. There is a long garage/stable building to the rear of the barn which is around 4.5m by 16m in footprint.
Planning Status
The site lies within an area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
Planning permission was sought and granted for alterations and extensions under PA 91/1672 (see attached). Permission was then refused for alterations and extensions under PA 97/1014. Planning permission is currently being sought for the alterations and extensions to the dwelling under PA 07/01738.
The Proposal
Proposed now is the demolition of the existing garaging/stabling and the erection of a garage building in its place. The building will be 7m deep and 9.5m long and 4.9m in height with a window shown in the attic gable but with limited opportunity for the provision of usable space above the garaging.
Representations
Department of Transport Highways and Traffic Division indicate that they have no objection to the application.
Assessment
The principle of the construction of a new garage in the location shown is not objectionable. However, I am concerned at the size of the garaging, over and above the dimensions of a standard garage, particularly the depth and particularly bearing in mind the extensions proposed to the main house which are more than the recommended 50% guideline of Housing Policy 15.
As a result of expressing these concerns to the applicants, they have amended the proposal to reduce the size of the garage to 4.9m internally with no window in the upper floor. This, whilst still a triple garage, is not unreasonable and does not appear overly large for the site.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a domestic garage as shown in drawings 895.4 Rev 1 received on 13th November, 2007 and -.5 and the location plan both received on 17th September, 2007.
C 3.
The garage may only be used for the storage of domestic vehicles associated with the occupation of the main dwelling, Croft House as defined in the application.
