Officer's Report
The Site
The application site represents the curtilage of Port Erin Youth Centre, Bay View Road, Port Erin. The site is situated to the immediate north of the Shoprite supermarket building with the entrance to the car park being to the eastern boundary of the site. The Youth Centre building has a grassed area which extends from the northern side of the building round to the eastern elevation. At present the site is enclosed on all sides with the exception of the southern boundary and a section of the eastern boundary.
Planning Status
The application site is located within an area identified as being Mixed Use by the adopted Local Plan, this being the Port Erin Local Plan (Planning Circular 12/90).
Planning History
There have been no previous planning applications considered relevant to the assessment of this application.
Representations
The Department of Transport Highways Division has not commented on this planning application. Port Erin Commissioners recommend that this application be approved. The Manx Electricity Authority issues a note to be attached to any subsequent approval.
We have received no privately written representations in relation to this planning application.
The Proposal
This application seeks approval for the erection of a timber boundary fence which would measure approximately 0.9 m in height.
Assessment
The aerial photograph shows that this area of the site, as a result of being open is being undermined by vehicles passing over the corner of the site. The bare land shown on the photograph confirms this. The fence would resolve this issue whilst also providing better security and safety for those using the building. The fence is considered to be visually acceptable and would represent an improvement over the current situation.
Recommendation
It is recommended that the application be permitted.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:
