Planning application - 35 Parliament Street
Please find the enclosed planning application documents, submitted on behalf of my client Ms. K. Radcliffe, the owner and proprietor of the above property.
The property was built in 1831 as a "dwelling house and shop premises," and the deeds show that this use has remained as such to this day. The property lies in a conservation zone. It is currently in need of maintenance and repair. The stone front façade requires cleaning, the roof needs replacing, and the rendered rear façade which is badly cracked, allowing substantial ingress of water, is in urgent need of re-rendering.
Ms. Radcliffe's father purchased the retail business and the property for her mother, in 1989, and Ms. Radcliffe who inherited the building in 2001, has continued to run the ladies clothing and lingerie business from the premises. She is currently refurbishing the interior of the shop and looking to target the up market lingerie business.
The planning application is to convert the current three domestic upper floors into a two bedroom and a one bedroom apartment. It is her intention to live in the larger upper apartment and to lease the lower single bedroom apartment, in order to improve the financial viability of her business in the currently depressed market within the retail business in Ramsey.
Ms. Radcliffe (and her mother before her), have been leasing a parking space from Ramsey Commissioners, in the close by Tower Street car park. Other car parks belonging to the Commissioners, in the near vicinity are; in Christian St., the Plaza, and adjacent to Shoprite. The quayside has resident parking, but it is felt that the parking impact of an additional one bedroom apartment should not be significant, particularly when considered against the benefit to the area of restoring a property within a conservation area and the upgrading of a retail business in Parliament St.
After the works, the front and rear facades will retain there original materials and appearance. The small proposed roof terrace in the upper apartment is situated behind the existing parapet wall, and will not be visible from street level.
