The application site The Pavillions, 1 - 3 Fairway Drive, Ramsey, is a substantial piece of recently developed land (two blocks of apartments), which is located on the northern side of Fairway Drive and west of Claughbane Drive.
The dwelling has been zoned under the Ramsey Local Plan Order 1998 as being within a predominately residential use; the site is not within a Conservation Area.
The application proposes the retention of access, rearrangement of car parking spaces and revised boundary details.
Ramsey Commissioners:- No objection
The owners of 5 Fairway Drive, Ramsey, objects to the planning application which can be summarised as; The applicants have received a planning refusal for a gate at the front of the property and a brick wall along the adjoining boundary line between my property and theirs; the gate system they are planning is going to be an eyesore; would not be fitting with the area; I do not want a brick wall running along my boundary line as it will stop a lot of natural light; and the new parking layout proposed is unsafe due to the possibility of residents parking accidentally pressing the accelerator instead of brake and they would shoot into my property and drop approximately 4.5 foot, due to the increase height they have built up to.
In the interest of clarity the application deals with the gate and the changes to the car park layout only.
Dealing with the gate, the existing development has approval for the scheme which is indicated in drawing 716/00 02 REV F, which is included with this submitted application. The proposed scheme which has now been put forward would slightly alter the gate design.
A previous application 05/01803, dealt with the gate and boundary wall treatments, this scheme was refused as it was considered the scheme would be out of keeping with the character of the surrounding area and, as such, to be detrimental to the visual amenity of the surrounding street scene. The new submission does not proposal a site boundary wall around the entire site, but a more modest approach, which I consider would not have a significant impact upon the street scene or upon the residential amenity of the neighbouring properties. Additionally it is important to note that under permitted development all the fencing within this development would comply with the Town and Country Planning (Permitted Development) Order 2005, and therefore ~~does~~ not require Planning Permission. The gate in my opinion would not be out of keeping, and would be modest in size and appearance, particularly as the gate would have a maximum height of 1.8 metres, which is the standard size for the majority of residential gates on the island.
With regard to the parking provisions, the amended scheme is very similar to what has previously been approved, which again is indicated on drawing 716/00 02 REV F. I consider the amendments are acceptable and would not create an adverse impact upon the residential amenity of the neighbouring property 5 Fairway Drive due to the 1.8 metre high boundary fence and the existing boundary hedgerow (approximately 2.5 metres in height) which runs the entire boundary.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 716/00/441 A, 716/00/501 A and 716/00/02 F all received on 12th July 2007.
