The site represents the curtilage of Field 534193, Siegaby Lane, Hillberry, Onchan, which is a parcel of undeveloped land, located on the southern side of Siegaby Lane and east of the A18 road.
Land Use Zoning / Planning Policy
The property has been zoned under The Onchan Local Plan Order 2000 as being within an area of "open space"; the site is neither within a Conservation Area nor within an area of High Landscape Value or Costal Value and Scenic Significance. The adjoining field to the west of the site is zoned within an Area of Ecological Interest / Semi Natural Vegetation.

There are no previous planning applications which are considered relevant in the assessment and determination of this application.
The application seeks approval for the creation of three ponds.
The Authority has received a letter from the owner/occupier of The Glebe, Slegaby Lane, Hillberry, Onchan, who has concerns to the application which can be summarised as; The proposed development is adjacent to existing wetlands; There are existing reservoirs situated locally that provide and supply an established environment for wild fowl; Who would benefit and view the new ponds; And I am concerned that this development as well as a number of newly constructed gates and roads will lead to a residential development.
Development which would cause demonstrable harm to a watercourse, wetland, pond or dub, and which could not be overcome by mitigation measures will not be permitted. Where development is proposed which would affect a watercourse, planning applications must comply with the following criteria:
Due to the site being located next to adjacent wetlands, I contacted the Agricultural & Wildlife Division, to ensure they did not have concerns with the proposed development. The subsequently wrote back stating they did not have any concerns with the proposal.
The site is very well screened from the public highway (A18), due to a large number of mature hedgerow and planting being between the application site and the highway. Subsequently, the proposed development will not be noticeable, and even at a closer vantage point within the field, the proposals would not have any adverse impact upon the visual appearance of the surrounding locality.
Regarding the concerns of the owner/occupier of The Glebe, Slegaby Lane, Hillberry, Onchan, the impact of the ponds is not consider to have any adverse impact upon the nearby wetlands according to the Agricultural & Wildlife Division and any future residential would be subject to a separate planning application.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the ponds as proposed in the submitted documents and drawings 01, 02, 03, 04, 05 and 06 all received on 14th December 2007.
