Site
The site is Lower Bishopscourt Farm, Bishopscourt, Kirk Michael, which is located on the western side of the A3 Road and northeast of Kirk Michael Village.
Land Use Zoning
The site has been zoned under the Isle of Man Development Plan Order 1982 as being within an area of 'Low Density Housing in Parkland'; the site is not within a Conservation Area, but is zoned within an area of High Landscape Value or Costal Value and Scenic Significance.
Proposal
The application proposes the repositioning of existing vehicular access and alterations to driveway.

We have received no privately written representations objecting to the application.
Assessment / recommendation
The proposed access would improve the visibility for the users of the access, whilst not having any significant impact upon the visual amenities of the surrounding locality. With the blocking off of the existing access with new planting, over a period of time the alterations will not be noticeable. I therefore consider the proposal to be acceptable in this location, and therefore I recommend the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawing 229-07/01 all received on 25th July 2007.
C 3. Dropped kerbs shall be installed along the width of the proposed access in compliance with Manx Roads 2.
The applicant shall contact the Network Operations Section of the Department of Transport prior to commencement of any works within the highway, including the installation of dropped kerbs. Telephone 686665.
C 4. On completion of the new access, the existing access is to be blocked off and hedging to be planted in the first planting and seeding seasons. Any trees or shrub which within 5 years from the
completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the planning authority gives written consent to any variation.
