The site represents the building and associated land of Swagelok Ltd, Ballafletcher Road, Cronbourne, Braddan.
The site is located within the Parish of Braddan and is identified as being within an area of 'Predominantly Industrial Use'.
PA 06/00630/B sought permission for the installation of an additional door on the west elevation of the building. This was permitted 26th May 2006.
This proposal seeks permission for a series of alterations to the building, an extension to the building, an extension to the car park and the creation of an additional vehicular access.
The extension is to provide undercover loading facilities whilst a marshalling area including the new vehicular access will allow articulated vehicles to gain access and egress via the new entry. The proposed extension is to be constructed on the north elevation of the building utilising materials to match those of the existing building. Dimensions of the extension are approximately 36 m by 25 m giving a floor space of 900 sq m. Two garage doors located on the south elevation of the extension will provide access for delivery vehicles.
The additional new access is to be located on the rear service road with a maximum width of approximately 18 m. It is indicated that traffic management will be improved through the implementation of a one-way system within the site. The additional car parking is to provide 21 spaces on the northern side of the building.
Also proposed in this application is a new canopy over the south entranceway which would project approximately 8 m from the building although the entrance is set back from the main building line from which the projection would be approximately 4 m. The canopy is to include signage, the top of which would be higher from ground level than 3.6 m and so can not be considered to have deemed consent under Schedule 3 of the Control of Advertisements Regulations 2005. Therefore this signage would require a separate application to be submitted seeking advertisement consent.
Braddan Parish Commissioners have considered this application and have no objection to this proposal. The Department of Transport Highways Division does not oppose this application. The Drainage Services Manager seeks to add a condition relating to surface water.
The scale of the proposed extension is considered to be acceptable given the industrial use of this area. The proposals to create an additional access with a marshalling area for turning will improve the movement of traffic whilst not generating issues relating to road safety. The Department of Transport Highways Division have made no comments relating to potential traffic issues. The additional car parking is also considered to be acceptable as it does not impact negatively on the surrounding area or on the site itself. Finally the proposed canopy over the southern entranceway is of a design and scale appropriate to the building.
Overall the proposed alterations and extension outlined would appear to be acceptable as they improve the amenity of the building whilst generating no adverse impacts to the surrounding area.
It is recommended that this application is permitted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the drawings numbered 2.1131.P01, 2.1131.P02, 2.1131.P03, 2.1131.P04, 2.1131.P05 and 2.1131.P06, and planning statement submitted and date stamped 6th June 2007.
C 3. Prior to the use of the marshalling area and additional car parking area, the applicant shall provide petrol interceptor(s) for the marshalling area and additional car parking area drainage only (note all roof drainage to join the surface water system downstream of the interceptor).
It should be noted that it is an offence under Manx legislation to permit the discharge of polluting or harmful matter to any public sewers or watercourses. Appropriate measures must be taken by the developer/occupier of the premises to ensure compliance with the legislation.
There must be No discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
N 1. This permission does not extend to the signage indicated to be located on the proposed entrance canopy on the south elevation of the building. This would require a separate application to submitted seeking advertisement consent.
