Officer's Report
The Site
The site represents the residential curtilage of an existing dwelling which fronts onto Bay View Road and backs onto The Lhargan, a narrow sloping road which links Bay View Road with Plantation Road via Cronk Road. The property has a long back garden leading to The Lhargan where a parking platform is proposed under PA 07/01088 - a contemporaneous application.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Residential. On the draft Port St. Mary Area Plan the site lies within an area of Mixed Use Village.
Planning History
No planning applications other than the one referred to above have been submitted in respect of this site.
The Proposal
Proposed now is a rear extension. The existing rear elevation represents a two storey double pitched annex added to which is a single storey lean-to extension. Proposed is the addition of a flat roofed extension with patio doors leading out onto the rear yard, a new rooflight in the single storey annex and a soil vent pipe, the installation of a new window in the rear of the two storey annex facing out towards The Lhargan, the installation of two replacement rooflights in the rear pitch. Also proposed is the installation of a flat roofed dormer on the front pitch. This takes up approximately three fifths of the width of the roof.
Representations
Port St. Mary Commissioners indicate that they have no objection to the application.
Fire Prevention Officer recommends the installation of smoke detection.
Assessment
Whilst the proposed dormer is not overly attractive and pitched roofed dormers would have been preferable, the proposed dormer is not dissimilar to those already on some of the other properties in the row (1, 6 and 7) and a smaller one on number 3.
The rear alterations are modest and do not affect the amenities of those in neighbouring properties.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the installation of the dormer on the front roof pitch and the alterations and extension at the rear all as shown in drawings HLK/07/098/1, -/2, -/3 and -/4 all received on 7th June, 2007.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
