Officer's Report
The Site
The site which is not defined in red on the site plan, represents the curtilage of an existing property, Cairbre which is a terraced property which fronts onto Bay View Road and backs onto The Lhargan, a narrow sloping road which links Bay View Road with Plantation Road via Cronk Road. The property has a long back garden which stretches back to The Lhargan where there is a rear garden which bounds The Lhargan with a stone wall. The streetscene is characterised by come parking bays, some garages and some gardens. There is quite a difference between the level of the garden and the level of The Lhargan.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Residential and on the draft Port St. Mary Area Plan as Mixed Use Village reflecting the wide range of uses within this area.
Planning History
No planning applications have been submitted in respect of this site other than PA 07/1087, a contemporaneous application for a rear extension of the main dwelling.
The Proposal
Proposed here is the creation of a parking platform accessed from The Lhargan with storage space beneath accessed from the rear garden. The parking platform has a minimum length of 4.8m and is 4.8m in width, enabling two vehicles to park side by side. The walling alongside the parking area is 1m in height allowing the drivers of vehicles parked in the spaces to see over for visibility of oncoming vehicles.
Representations
Port St. Mary Commissioners indicate that they have no objection to the application.
Assessment
The proposal will result in the creation of two off road parking spaces in a manner similar to other existing parking spaces in the streetscene and where drivers of emerging vehicles may see over the side walls. Whilst there is no provision for the turning of vehicles within the site, the proposal is the same as most of the other parking spaces in the streetscene and is safer than having no on site parking at all.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
