The application sought alterations and extensions to a detached stone-faced cottage on the western side of the A36 Sloc Road, a relatively isolated and visually prominent dwelling within an Area of High Landscape or Coastal Value and Scenic Significance. The property, at its core a traditional stone cottage with an existing two-storey annex and single-storey garage, is visible from the A36 and from a public footpath to the rear. The officer considered the proposed extensions would do little to improve the existing situation, citing an inappropriate glazing pattern, unsuitable patio doors on the converted garage, and wrong window detailing on the rear elevation. The decisive concern was the proposal to replace the stone-faced garage with a rendered finish, which would make the side annex more visually prominent in the landscape. The Planning Committee refused the application because the proposed front elevation changes and the replacement of the stone-faced garage with render would be detrimental to the character and appearance of this prominent property, visible from the A36 and a public footpath, within a designated Area of High Landscape Value. The committee also noted that the inappropriate window pattern compounded the harm. The officer's recommendation to refuse was accepted and the committee added the rendered finish as a further specific reason for refusal.
