The application site forms the curtilage of the Tynwald Restaurant, Main Road, St Johns. The property is a two storey building, prominently located on the corner of Station Road and Peel Road and to the immediate south of Tynwald Hill.
The application site is located within an area zoned as Area of Retail in the St Johns Local Plan (Planning Circular 6/99).
There are no specific policies contained within the adopted Strategic Plan that refer to this type of development and therefore the application should be considered against the provisions of General Policy 2.
Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
There have been no previous planning applications relating to the application site which are considered relevant in the consideration of this application.
The application seeks approval for the construction of a conservatory to the side (Station Road) elevation which would create additional floor space for the restaurant and a new entrance. In addition, an external staircase is proposed to the Station Road elevation and a single door would replace the double door to the front elevation. Internal alterations are proposed which are not part of this application as they do not require planning permission.
German Parish Commissioners deferred the application and no further comments have been received. The Department of Transport Highways Division advise of no objection and the Department of Transport Drainage Division advise of no objection subject to condition. The Isle of Man Fire and Rescue Service request further consultation should planning permission be granted.
The external alterations to the building would introduce a conservatory to the Station Road elevation and would it is considered, improve the appearance of this elevation within the streetscene. The building has been altered in the past, and the alterations proposed would begin to unify the appearance of the building as it would extend toward the front elevation.
The staircase to the rear would not be 'read' as part of the front and side elevation of the building, given its location and is considered to be acceptable.
RECOMMENDATION It is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
