Officer's Report
The Site
The site represents the curtilage of Castle Rushen High School which is situated on the south western side of Arbory Road. The site accommodates the school buildings, playing fields and car parking facilities.
Planning Status And Relevant Policies
The site lies within an area designated on the Castletown Local Plan of 1991 as "Castle Rushen High School" with the surrounding access, car park and playing fields identified in green. On the daft Castletown Area Plan of 2001 the entire site is designated as Education.
Planning History
There have been a variety of previous applications submitted in respect of this site, for provisions for disabled persons, security television cameras and other alterations. None are relevant to this latest proposal.
The Proposal
Proposed here is the erection of a bin store. This takes the form of walling up to a height of 1390mm in a footprint of 1.8m by 3.8m. This will sit in front of the main school building offset from the main vehicular access to the school building.
Assessment
25 June 2007 07/00863/B Page 1 of 2
The proposal makes little impact on the appearance of the school and will appear as little other than an enclosed walled area.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
