The site represents the curtilage of the detached dwelling known as 'The Nab', Top Road, Crosby. The property sits in its own substantial grounds with its closest neighbours being Little Mount to the south and Coan Rearyt to the south west.
The proposal site can be identified on the 1982 Development Plan Order as an area of white land and as such represents the open countryside. The site is therefore not zoned for development.
The Isle of Man Strategic Plan โ June 2007, particularly Housing Policy 15, is relevant to this proposal.
This property has a considerable history of planning applications. The following are considered to be relevant to this proposal:
Planning application 00/01224/PART2 sought permission for the conversion of an existing barn to additional living accommodation. This was refused and subsequently approved at Appeal. Planning application 04/02559/B made amendments to this earlier application and was permitted on the 21st April 2005.
This proposal seeks permission for the replacement of the existing flat roof over the garage with a pitched roof incorporating additional living accommodation. The existing garage is located to the rear of the property. This would provide a bedroom, en-suite and an open Veranda. These rooms would be lit by roof lights and ducted roof lights in addition to the veranda window. Access to the additional accommodation would be gained via a dressing room off the landing. The roof is to be natural slate with a flat roof connecting to an existing pitched roof.
There have been no privately written representations received.
The DOT Highways Division do not oppose the application. Marown Parish Commissioners have no objection to the application. The Chief Fire Officer has issued a note regarding the fire safety.
The proposed extension can be assessed with regard to Housing Policy 15 of the Isle of Man Strategic Plan, June 2007. This policy states:
'The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally).'
This proposal is considered to meet the criteria set out above in that it is relatively modest and visually appropriate to the existing building. The applicant is strongly advised to consult with the Fire Safety Department to discuss any issues of fire safety.
It is recommended that this application be permitted.
