Officer's Report
The Site
The site represents the curtilage of the dwellings 13 and 13A Victoria Road Douglas located near to the junction with Princes Road. The property is currently divided into two separate flats.
Planning Status
The proposal site is identified by the Douglas Local Plan Order 1998, Map No. 2 (South) as being within an area of 'Predominantly Residential Use'.
It is also noted that the proposed conversion from two flats into a single dwelling is outlined by the Permitted Development Order 2005, Schedule 3, Class 3, 'Use of 2 or more flats as a single dwellinghouse'. This part of the application is therefore considered acceptable.
The Proposal
This proposal seeks permission to alter the existing dwelling from two flats to a single dwelling. This is to include the demolition of a side extension that currently provides a bedroom and bathroom to the ground floor flat, new windows, the replacement of a side dormer window with a larger item and the installation of a door to the ground floor front bay window.
Representations
The Department of Transport Highways Division and Douglas Corporation indicate no objection to this proposal. The Chief Fire Officer issues a note regarding smoke detection and the Water Authority issues a not regarding connection.
Assessment
The alterations outlined in this proposal are considered to be relatively modest and collectively represent a marked improvement over the current situation as the property is essentially being returned to its original state. The removal of the side extension especially is considered to increase the aesthetic appeal of the dwelling. The installation of a larger dormer to the side elevation is also considered to be acceptable. It is considered that the addition of a door into the front bay window is visually acceptable and will provide improved access to the garden given that rear access is limited.
Recommendation
It is recommended that this application be permitted.
