The site represents the curtilage of the terraced two storey residential dwelling located on the north east side of Hildesley Road, Douglas.
The proposal site is identified as being within an area of ‘Predominantly Residential Use’ by the Douglas Local Plan Order 1998 (Map 3, North).
The property is also located within the Douglas (Selbourne Drive) Conservation Area.
This proposal seeks permission to replace the existing stained timber casement windows with uPVC casement items. These are to have the same method of opening as the existing (not original) but are to reintroduce the pattern of glazing bars that would have been displayed by the original sliding sash windows. The applicant has indicated that the proposed windows are to be the same style as those found on the next door property.
The Department of Transport Highways Division makes no comment on this application. Douglas Corporation has indicated no objection to this proposal.

The application proposes the installation of white uPVC casement windows to replace the existing timber casement windows to the front elevation. The Planning Circular 1/98 indicates that if repair is impracticable then the windows must have the same method of opening as the originals where, as in this case, they are readily visible from a public thoroughfare, in addition to having the same pattern and section of glazing bars. The proposed windows would therefore be contrary to that policy.
The road consists of a large number of terraces on either side which are of very similar design and which have largely retained their character apart from the changes that have occurred with regard to the windows and doors. There are a large variety of window and door types along the street. Very few of the properties have retained sliding sash windows although a few have in the recent years secured permission for the installation of uPVC sliding sash windows. This application has stated that they desire to have casement windows to match the neighbouring properties.
In this particular location the vast majority of the houses no longer have sash windows. The ornate brickwork of the houses is particularly important to this group of terraces and stands out more than the style of windows in terms of the character of the conservation area. Whilst it would be desirable to retain at least the sliding sash style of window, given the few properties in the terrace that retain this feature, it is felt that on balance this proposal should be permitted.
It is recommended that planning permission be granted subject to conditions.
