The residential dwelling 12 Romney Wynd, Clifton Park, Ramsey, is a single storey detached property which is located on the northern side of Romney Wynd.
The application site is within an area of predominately residential use under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within a Conservation Area.
The application proposes alterations and installation of dormer and velux windows.
Ramsey Commissioners:- Whilst the Commissioners have no objection to the proposal they would wish to see a suitably worded condition placed upon any approval that, the additional living accommodation should not be let as a separate unit and should only be used as part of the living accommodation for the main property.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
The installation of a pitched roofed dormer and additional roof lights I do not consider would have a detrimental impact upon the visual amenity of the street scene or that of residential amenity.
The proposal would seem to serve additional living accommodation above, although the access would still be shared with the existing dwelling. I consider a condition which states:-
The proposed living accommodation within the roof space of the existing dwelling may be used only in association with "12 Romney Wynd" and for purposes ancillary to the use of "12 Romney Wynd" as a single dwelling house.
With regard to parking provisions the existing property can accommodate four off street parking spaces (two within double garage and two on the existing driveway). I therefore consider the existing provisions acceptable for the dwelling.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 2577/1 and 2577/2 all received on 29th May 2007.
C 3. The proposed living accommodation within the roof space of the existing dwelling may be used only in association with "12 Romney Wynd" and for purposes ancillary to the use of "12 Romney Wynd" as a single dwelling house.
C 4. The external finishes of the extension must match those of the existing building in all respects.
