The Application Site And Proposed Development
The application site comprises the curtilage of a detached dwelling that is located on the northern side of Ballaragh Road in Lonan.
The proposed development comprises of the erection of a replacement dwelling on the application site.
Planning History
The application site has been the subject of a number of previous planning applications, one of which is considered to be specifically material to the assessment of this current planning application.
Planning application 06/01157/B sought approval for the alteration and extension of the dwelling, including the provision of an additional first floor. This previous planning application was considered and approved on the 18th August 2006, with the approval decision notice issued on the 22nd August 2006.
Representations
Lonan Parish Commissioners recommend that the planning application be approved.
The Society for the Preservation of the Manx Countryside and Environment do not object to the planning application on the basis of the previously approved planning application and the limited merit of the existing dwelling.
Planning Policy
Under the Laxey and Lonan Area Plan Order 2002 the application site is within a wider area of land designated as open space/agricultural use. It is also within a wider area of land recognised as being of high landscape value and scenic significance. It is also within a wider area of land that is designated as being unsuitable for development owing to a danger of pollution of an existing or future public water supply.

In terms assessing the development proposed by the planning application it is necessary to have significant regard to previously approved planning application 06/01157/B. The current proposal is essentially the same as the one proposed by that previous planning application. It is understood that the applicant has concluded that it is less expensive and preferable to have a complete new build rather than an extension of the existing dwelling.
As such the impact of the proposed development is the same as that of previous planning application 06/01157/B. Given that previous planning application was considered acceptable it is logical that this current proposal is also acceptable. The planning application is recommended for approval on that basis.
