Officer's Report
Planning approval is sought to construct a two storey building at the rear of Media House, Ballafletcher Road Braddan, and to the west of the Vehicle Examination Centre.
Access to the site, which is zoned as Predominately Industrial in the adopted Braddan Plan, Planning Circular 6/91, is via an access road to the west of Ballafletcher Farm Road. The building would be constructed with facing brick to first floor level, with off white/grey cladding panels to first floor. Powder coated aluminium windows and doors are proposed and profile steel roof in grey to match the adjacent building.
The building would be used as a training centre for TLC Business Solutions, a company currently registered at Media House, the adjacent building and one that provides training for finance business and investment companies together with general training such as time management etc. Parking would be provided to the rear of the building.
It is considered that the siting and design of the building is acceptable.
With regard to the use, this would compliment the adjacent use and is considered to be acceptable within this area.
Comments have been received from the Isle of Man Water Authority, MEA and Disability Access Officer suggesting standard conditions. The Department of Transport Highways Division advise that they do not oppose the application and Braddan Commissioners recommend that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers 0704/02A and 0704/03A submitted 4th May 2007.
C 3. The building may be used for office/training purposes only.

The applicant/developer is recommended to consider the provision of access which is suitable for wheelchair users.
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
N 2. The applicant is advised to consult with the Manx Electricity Authority to determine the clearance required from the (overhead high tension line) or (the underground cable) which crosses the site.
N 3. The applicant is advised to consult the Manx Electricity Authority with regard to the siting of an electricity substation to cater for the proposed development.
N 4. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
