The site represents the curtilage of the terraced dwelling, 54 Patrick Street, Peel. The property is located approximately midway along on the west side of the road.
The relevant plan document for consideration in relation to the application site is the 1982 Development Plan Order in which the site is zoned as an Area of Predominantly Residential Use
The Peel Local Plan, 1989, the site is identified as an area of Mixed Use. The application site is also located within a Conservation Area and as such is subject to tighter planning controls and obligations in respect of property alterations.
Environment Policy 35 of the Isle of Man Strategic Plan, June 2007 outlines development within Conservation Areas.
Planning application 04/02631/B sought permission for the erection of a conservatory to the rear of the dwelling. This was permitted 1st April 2005.
Planning approval is sought for the installation of a satellite dish to the front elevation of the property.
Peel Town Commissioners have considered this application and recommend approval. The DOT Highways Division do not oppose the application.
We have received no privately written representations.
The application site is located within the Peel Conservation Area and is therefore subject to the tighter planning controls and obligations in respect of property alterations.
Environmental Policy 35 states:
'Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.'
In order to comply with this policy, the applicant was advised by letter that the most suitable location for the proposed satellite dish would be on one of the existing chimney stacks as this would minimise the visual impact upon the Conservation Area. The applicant responded showing numerous photographs of other properties on Patrick Street that had satellite dishes installed to their front facades. The height of the proposal property, given that it is three storeys, is cited as a limiting economic factor in that both the installation and maintenance of the dish would be excessive. Although this is recognised, it does not justify the addition of an inappropriate feature to the Conservation Area.
It is considered that the examples submitted showing properties with satellite dishes on the front facades represent incongruous additions to the Conservation Area. However, the overall impact is relatively minor. The applicant also points out that the proposal property is higher than most of the examples shown and so will reduce the visual impact from ground level. The change over to digital television in 2008 has also been pointed out as a reason for needing the satellite dish, whilst this is accepted, it does not prevent the dish from being positioned on the chimney stack as recommended.
Overall, the addition of this satellite dish on the front façade of this property located within the Conservation Area would be incongruous, however its impact would be slight, perhaps even neutral if positioned high enough. Given the existence of several other dishes in the vicinity and the height of the proposal property, the proposal is considered to be acceptable.
For these reasons, it is recommended that this planning application be permitted.

It is considered that Peel Town Commissioners and the DOT Highways Division accord with the requirements of Planning Circular 1/06 and are therefore afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. The satellite dish must be located above the top of the first floor windows and below cornice situated below the second floor windows.
C 3. This permission relates to the plans and drawings submitted and date stamped 3rd April 2007 and 20th July 2007 respectively.
