THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of a detached dwelling that is located in the Glen Mona area of Maughold. The proposed development comprises of the alteration and extension of the dwelling to create additional habitable accommodation. PLANNING HISTORY
The application site has not been the subject of any previous planning applications that are considered specifically material to the assessment of this current planning application.
REPRESENTATIONS
Maughold Parish Commissioners express concern regarding the possible impact of the proposed extension on the neighbouring properties. They also refer to 'anomalies' in the adjoining field and the acidity level of the soil in respect of the use of soakaways.
The Department of Transport Highways Division do not oppose the planning application.
The Department of Transport Drainage Division do not oppose the planning application subject to the imposition of condition.
The Isle of Man Fire and Rescue Service recommend that the applicant contacts them to discuss the provision of appropriate fire precaution measures.
The owners and/or occupants of Glen Mona Cottage, which is located approximately 100 metres to the south east of the application site, object to the planning application. The grounds for their objection can be summarised as concern regarding land drainage and the impact of further development on drainage within the area.
Under the 1982 Development Plan the application site is not designated for any site specific purpose and is therefore 'white land'. It is located within a wider area of land that is designated as high landscape or coastal value and scenic significance.
The planning application proposes the alteration and extension of the existing dwelling to provide additional habitable accommodation.
Following a site visit it was concluded that the proposed alterations and extensions would not impact on the surrounding properties to an extent that warrants refusal. Whilst the dwelling, as proposed and as existing, is located in close proximity to its neighbouring dwelling it is considered that the impact of the proposed development would be acceptable. The form of the two storey extension is basically traditional in form and in keeping with the dwelling. The impact of the single storey lounge extension is suitably limited. Given that public views of the application site are quite limited the impact of the dwelling is also limited in this respect. Sufficient on site car parking is available to serve the needs of the development.
Professional advice regarding the drainage of the proposed development has been provided by the Department of Transport Drainage Division, who have not objected to the planning application subject to the imposition of conditions. It would be difficult to sustain any refusal based on the concerns of the objectors to the planning application as professional advice has been provided by the Drainage Division. Some of the concerns of the objectors are matters for consideration by Building Control.
It is recommended that the planning application be approved.
It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:
Maughold Parish Commissioners; The Department of Transport Highways Division; and The Department of Transport Drainage Division.
It is considered that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:
The Isle of Man Fire and Rescue Service; and The owners and/or occupants of Glen Mona Cottage.
