The application site is The Stables, Jurby Road, Lezayre, Ramsey, which is located on the northern side of the Jurby Road, and east of Ramsey.
Within the application site consists two single storey detached buildings which are used for storage and stables. The proposal would be located north of these buildings.
The eastern boundary treatment comprises in part of a 2 metre high hedgerow, as indicated within the block plan within the submitted plans. However additional to this is a Fir Tree plantation which has been planted fairly recently, again indicated within the submitted plans. The southern boundary is made up of 2 to 4 metre high hedges which continue in part along the western boundary of the site. The Applicant has also planted additional hedges/trees along parts of the western where the boundary treatment is open.
The application site is within an area recognised as being an area of ‘white land’ not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.

The application proposes the erection of an agricultural building. The Applicant has stated that building would be used for lambing, the storage of food, hey and the housing of tractors that currently park outside.
The barn would have a width of 9.1 metres and depth of 18.4 metres and a maximum height of 6.1 metres.
Lezayre Parish Commissioners oppose the application on the following grounds:
Unanimous. The Commissioners wish to object in principle as this planning application appears to be for commercial use. The only access for horses and trailers would be on a dangerous corner, putting both the public and the horses at risk.
The Manx Electricity Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Environmental Policy 15 states:
> "Where the Department is satisfied that there is agricultural or horticultural need for a new building (including a dwelling), sufficient to outweigh the general policy against development in the countryside, and that the impact of this development including buildings, accesses, servicing etc. is acceptable, such development must be sited as close as is practically possible to existing building groups and be appropriate in terms of scale, materials, colour and siting and form to ensure that all new developments are sympathetic to the landscape and built environment of which they will form a part..."
From a visual impact, particularly when travelling along the Jurby Road, the site is currently well screened and can only be seen fleetingly due to the landscaping along the northern side of Jurby Road (hedges and 1.8 metre high grass banking). I consider with the appropriate materials, colour
coating and due to the current boundary landscaping and the newly planted landscaping the proposal would not create a significant adverse impact upon the visual appearance of the surrounding locality to warrant a refusal on these grounds.
The comments of the Lezayre Parish Commissioners would be a concern if the proposed barn were for a commercial use, which would lead to additional traffic. However the proposal would be for agricultural only (a condition can be attached for the building to be used for agricultural purposes only), and I therefore consider the additional traffic generated would be limited and consequently unobjectable on these grounds.
On balance due to the size, height, boundary treatments of the surrounding locality and the required need for the building in this location I consider the proposal would not cause a significant adverse impact upon the surrounding area.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval
