The site represents a parcel of land on the western side of the A3 Ballamodha Straight. The land accommodates an existing dwelling which is situated on the eastern side of the site along with a converted barn and outbuildings. The site is presently accessed from the A3.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land", that is, not designated for development.
The following applications have been considered in respect of this site:
PA 03/1590 - conversion and extension of barn to a dwelling with new driveway - refused PA 03/1648 - conversion and extension of barn to a dwelling and creation of new driveway - refused PA 04/0530 - conversion and extension of barn to a dwelling and creation of new driveway - permitted PA 04/2078 - conversion of outbuilding to dwelling - permitted PA 06/0499 - erection of a dwelling - permitted
Now proposed are amendments to the permitted scheme for the new dwelling (PA 06/0499). These amendments include:
Despite the Manx Electricity Authority not objecting to the original application, they now object on the grounds of the proximity of the new development to an overhead line.
The amendments are not significant. The new building is the same height but the frontage is slightly less long, the quoins are to be omitted which is a positive change, the rear annex is to be finished in stone rather than render and there are to be two windows beside the front door rather than full length glazing. There are to be two rooflights in the annex, not one and a sun room on the western elevation which was not proposed previously. A separate store is also proposed to the east of the house.
None of these changes significantly change the character of the building or its impact and those which do change the appearance arguably improve the appearance of the property.
The Manx Electricity Authority now rescind their objection about the electricity line.
Manx Electricity Authority comment on matters of safety in terms of the proximity of the development to the existing line, which is a material planning consideration and as such the Manx Electricity Authority should be afforded party status in this instance.
The Isle of Man Water Authority raise issues associated with the provision of a water supply, which are not material planning considerations and as such the Water Authority should not be afforded party status in this instance.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the demolition of the existing cottage and its replacement with the a new dwelling and creation of access all as shown in drawings reference 4109/1, -/2, -/3 and -/4 all received on 17th April, 2007.
C 3. The visibility splays permitted under PA 06/499 must be created in accordance with the permitted drawings and the dwelling demolished and the demolition material must be removed from or used on site all prior to the occupation of the new dwelling.
C 4. The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority PRIOR to the commencement of works.
C 5. The development must be at least 9m from the outside conductor of the 11kV overhead line, or the line must be undergrounded.
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
