THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises the curtilage of a detached dwelling that is located in a rural part of Onchan.
The proposed development comprises of the alteration and extension of the dwelling to create additional accommodation, garaging and a swimming pool.
Planning History
Whilst the application site has been the subject of previous planning applications it is considered that none of these are specifically material to the assessment of this current planning application.
Representations
Onchan District Commissioners recommend that the planning application be approved subject to the use of the overall building being restricted by condition.
Planning Policy
The application site is located within a wider area of land that is designated as open space (private woodland or parkland) under the Onchan Local Plan. Although the application site is bounded by existing trees the majority of it is open and contains an existing dwelling. As such it is considered reasonable to describe the property as an existing dwelling in the countryside.
Assessment
The planning application proposes the alteration and extension of the dwelling to provide additional accommodation, garaging and a swimming pool. The proposed extension is basically on, and extends on from, the footprint of the existing garaging. Whilst the application site is bounded by mature trees the position of the proposed extension does not require any felling or overly affect any trees. At the same time these mature trees serve to screen the application site, which means that the proposed extension will not be readily visible within the surrounding area. Due to the location of the dwelling and the position of the proposed development there will not be any undue impact on public or private residential amenity. The design of the proposed extension is in keeping with the character of the existing dwelling.
It is recommended that the planning application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 01, 02 and 03 date stamped the 24th April 2007.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. The accommodation created by this approval must only be used as accommodation ancillary to that of the existing dwelling. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.
