Permission was granted for the creation of a vehicular hardstanding and new access onto the highway at 19 Third Avenue, Onchan. The case officer visited the site and noted that car parking in Third Avenue is a clear and obvious problem. A previous application (03/01604/B) had already examined whether hardstanding in front gardens of properties on Third Avenue was acceptable, and that application had been permitted. The officer drew direct parallels between that earlier case and this one, concluding that the current proposal was similarly acceptable. The application was decided under delegated authority, with two conditions attached to the permission. Visual harm to the street scene was considered limited.
The application was approved on 29 August 2007 by the Director of Planning and Building Control under delegated authority. The officer found that car parking in Third Avenue is a recognised problem, and that a similar application for hardstanding at a nearby property had already been found acceptable. The parallels between that earlier case and this one supported approval, with limited visual harm to the street scene.
Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property.
The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This approval relates to the location plan, site plan and photographs date stamped the 27th April 2007.
