Officer's Report
The Site
The site represents the curtilage of an existing farm office/store situated on the western side of the Grenaby Road B41 just south of its junction with the B39 Corlea Road. The site represents around 16 hectares of land around but not including Kerrowkeil Farm. There are two buildings towards the northern end of the site.
Planning Status
The site lies within an area designated on the 1982p as "white land", that is, not designated for development.
Planning History
The site has been the subject of a number of applications:
- PA 90/1057 – approval in principle for demolition of existing and erection of new dwelling and garage
- refused on appeal
- PA 92/0236 - creation of new farm access - permitted on review
- PA 92/1242 – approval in principle for renovation of building to provide dwelling - refused on appeal
- PA 93/1303 - approval in principle for conversion of redundant farm building into holiday accommodation - refused
PA 93/01633 – approval in principle for conversion of part of redundant farm building into tourist accommodation - refused PA 01/0294 – approval in principle for erection of agricultural dwelling and renovation of existing barns - permitted on appeal PA 01/1979 – erection of agricultural dwelling and renovation of farm buildings - split PA 02/0412 – erection of agricultural dwellings - permitted PA 03/1920 – amendment to approved farm buildings' renovation to provide natural slate roofing - permitted
The Proposal
Proposed now is the installation of four rooflights in the north pitch of the roof of the larger of the two existing buildings. The rooflights will be 540 by 980mm and all installed at the same level.
Assessment
The rooflights will not adversely affect the appearance or character of the building and are some distance from the public highway.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of four rooflights as shown and described in drawings reference 543/001 and -002 both received on 2nd March, 2007.
