THE SITE
The application site represents No. 28 Clybane Road, Douglas, a semi detached property located at the junction of Clybane Road with Ballacottier School.
PLANNING STATUS The site is located within an existing predominantly residential area. PLANNING HISTORY
The following previous application is considered relevant:
PA 06/00573 - Erection of a first floor extension, 28 Clybane Road, Douglas. Refused 21st July 2007.
REPRESENTATIONS
The Department of Transport Highways Division object to the proposal on the grounds that the conversion of the garage reduces the provision of off road parking.
The Proposal
The application proposes the erection of a two storey extension to the side of 28 Clybane Road, Braddan. The extension would extend from the existing attached garage some 2.4m and convert the existing garage to a gym/study with an additional room described as a "tool room". Two bedrooms would be created at first floor level. The ridge of the proposed extension would be constructed below the existing ridge and with a hipped detail to match the main dwelling.
Assessment
The previous application sought approval for a two storey extension that whilst reduced in size from the current application and proposed an integral garage, did not propose a reduction in ridge height or a hipped roof detail. This application was refused on design grounds.
The current application, whilst extending further than the previous application proposes a reduction in ridge level and set back from the front elevation. As such, it is considered that the proposal would not result in an imbalance in this pair of semi-detached properties, particularly given that this dwelling is located at the junction of Clybane Road with the access road to Ballacottier School and therefore is not part of a continuous run of uniform, semi detached properties.
The Department of Transport Highways Division have objected to the proposal, however, off street parking for a minimum of two vehicles to the front of the property would remain.
Recommendation
It is recommended that the application be approved.
