This information was required previously in PA 05/966/B and has not been provided. The existing access on to the A3 Main Road, Sulby, a strategic route and part of the TT Course, must provide adequate sight lines for vehicles emerging on to the public highway. In accordance with Department of Transport Policy, the required sight lines for an existing access at this site must comply with Planning Guidance Note 13 which stipulates a visibility splay of 2.0 metres by 90 metres for a 30mph road such as this.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Planning Authority has not received any private representations objecting to the application.
Assessment / recommendation
The alterations to the property, particularly the changes to the front elevation (dormer window) I consider to be acceptable. The proposal would not cause any adverse impacts to the detriment of the neighbouring residential properties or to the appearance of the street scene, as the design still has a traditional appearance and in keeping with the surrounding properties.
With regard to parking provisions the proposed situation is an improvement of the original and recently approved application, in that the proposed hardstanding provides more off street parking which can also be used for turning provisions. Whilst the situation is not perfect, it is a far more appropriate situation than either of the original layout or the approved scheme. I therefore consider the proposed conditions made by the Highway Division are not required in this situation, mainly as they where not included in the previous application, and the hardstanding area could provide four off street parking provisions and a turning facility.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the submitted documents and drawings 5122/1/6, 07/2224/36, 07/2224/37, P.752 04 and 5122/1/4 all received on 9th March 2007.
The proposed development must be connected to the public foul sewer in a manner acceptable to the Department of Transport Drainage Division and on terms and conditions, which must be agreed with
the Division Prior to the commencement of any building works. All drainage works must conform to the requirements of the Department of Transport's "Manx Sewers for Adoption" and all necessary inspections / surveys (including CCTV) are to be carried out at the developer's expense.
A communication fee will be payable to the Department of Transport in respect of this drainage connection.
N 1. It is a legal requirement under the Sewerage Act 1999 that the Department (as the drainage Authority) be advised, in advance, of the date of the connection of the development to the public sewer.
N 2. There must be no discharge of surface water (including that from roofs and paved area) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
N 3. The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.
N 4. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
