The application sought approval in principle for residential development on a field of open pasture with existing trees, located south of the A23 Mount Rule Road at Mount Rule, Braddan. The site is zoned as Wood under the Braddan Parish Plan (Circular 6/91) and is not allocated for residential use. The officer's assessment found the proposal contrary to established countryside protection policy, particularly Planning Circular 1/88, which discourages residential development outside allocated areas and recognises the fragility of the Manx countryside. Access to the site was also noted as potentially problematic due to road alignment and visibility constraints. The Planning Committee refused the application, finding it both contrary to policy and premature pending preparation of a Local Plan for Braddan.
The site is not zoned for residential development and the studies required by Local Plan Policy 5.6 before any such development could be considered had not been carried out. Granting approval would conflict with long-standing countryside protection policies, including Planning Circular 1/88, and would be premature while the Braddan Local Plan remained unprepared. The Planning Committee refused the application on these grounds.

The role of an Area Plan should not be to provide a strategy for tourism but rat her to facilitate possible development by way of appropriate policies and guidance.
