1. Introduction
In line with their commitment to manage and develop appropriate marine related commercial and leisure opportunities on the Isle of Man and as recommended in the "Strategic Plan for the Development of Isle of Man Harbours" (prepared by H R Wallingford in Feb '03), the Department of Transport (DoT) is proposing to construct a cruise ship tender berthing facility within Douglas Harbour. The new berth would be constructed between the Victoria and Edward Piers and would consist of a floating pontoon with a covered access bridge.
2. Development of Government Policy
The Department of Transport business plan for 2006 – 2009 states that "The purpose of the Department of Transport is to manage, maintain and develop the highways, airport, harbours, drainage and property infrastructure and to discharge those responsibilities which rest with the Department".
It is the function of the Harbours Division to manage and develop appropriate marine related commercial and leisure opportunities and to provide facilities and services that meet the needs of our present and future customers.
3. Function of the Proposed Works
To enable cruise ships to disembark passengers via a tender vessel at Douglas Harbour at any state of tide.
4. Need for the Scheme
At present, cruise ship passengers are unable to embark or disembark from tenders at low tide.
The existing Pier steps are unsuitable for embarking and disembarking passengers at any state of tide.
The proposed berth would provide a safe and stable platform that would allow access at any state of tide.
5. Construction
The most practical location that best fulfils the required criteria for a cruise ship tender berth is between the two Ro-Ro bridges on the Victoria and Edward Piers in Douglas Harbour.
It is proposed to dredge an area of approximately $1500\mathrm{m}^2$ to provide a minimum depth of 1.5m of water at all states of tide. This will provide a berth that will be accessible to vessels with a draft of 1.0m at all states of tide.
Based on site investigation it is proposed that all dredging operations will be undertaken by a floating backhoe excavator without the need for blasting.
It is proposed that dredged material will be removed from site by sea and disposed of at a licensed dumping area.
A floating pontoon berth approximately 12m long x 5m wide would be fixed in place using steel piles
Access to the platform will be via a 32m long steel gangway / access bridge with aluminium cladding painted in Douglas 2000 blue to match the surrounding structures.
A glazed walkway (similar to the existing walkway in the area) will provide access from the top of the gangway into the Sea Terminal Building.
6. Conclusion
This statement of case has endeavoured to explain the need and benefits of a 24 hour berth facility for small vessels and in particular cruise ship tenders. The scheme is the option that best meets the required objectives and stated criteria.
