THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises the curtilage of a detached dwelling and adjoining land that is located on the northern side of a lane that leads off Ballaragh Road in Lonan.
The proposed development comprises of the erection of a detached garage and hardstanding on land adjacent to the dwelling.
Planning History
There is extant planning approval through 06/01157/B to alter and extend the dwelling, which includes the creation of an additional floor above the existing. This previous planning application was approved on the 22nd August 2006.
Representations
Lonan Parish Commissioners recommend that the planning application be approved.
The Department of Transport Highways Division do not oppose the planning application.
Planning Policy
Under the Laxey and Lonan Area Plan Order 2005 the application site is part designated as open space and part designated as open space (private woodland or parkland, glens and plantations). Specifically, the land where the garage and hardstanding are proposed is designated as open space. The entire application site is located within a wider area of land that is designated as being of high landscape value and scenic significance.
Assessment
The planning application seeks approval for the erection of a garage and construction of hardstanding on the application site. By reason of the position of the proposed garage and hardstanding the planning application automatically seeks approval to also extend the residential curtilage of the dwelling. In this respect the level of extension and loss of field is considered to be suitably limited and acceptable.
In terms of the garage it is considered that the impact on the surrounding area is suitably limited as the building is relatively modest and reads against the existing dwelling. Given the narrow width of the adjacent road it is entirely sensible to have the area of hardstanding in front of the proposed garage. When assessing the proposal it should be borne in mind that extant planning approval allows the size of the overall size and height of the existing dwelling to increase.
Overall the proposed development is considered acceptable and it is recommended that the planning application be approved.
Party Status
It is considered that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.
