Officer's Report
The Site
The site represents the curtilage of Castle Rushen High School located on the southern side of Arbory Road. The site accommodates the secondary school, the southern swimming pool and the various sports facilities and parking associated with the school. There is one large school building which has been extended into an L-shape.
Planning Status
The site is identified as Castle Rushen High School on the adopted Castletown Local Plan of 1991 and Education on the draft Castletown Area Plan of 2001.
Planning History
Various applications have been submitted in respect of the school, for equipment, extensions, disabled persons' accesses and for redevelopment of the swimming pool facilities.
The Proposal
Proposed here is the installation of closed circuit camera equipment in the form of 20 cameras, all but one around the main school building. 18 of the cameras are already in place as the applicant thought that these complied with the provisions of the Town and Country Planning (Permitted Development) Order 2005 (Class 38) although this requires that the dimensions of each camera do not exceed 75cm by 25cm by 25cm, the cameras are lower than 2.5m from ground level and that there are no more than 4 on the building. All but one of the cameras are fixed directly to the building
itself - walls or ceilings and look not unlike a large domed light. One is to be pole-mounted and this is to be at the entrance to the car park. The pole is to be 6m in height and positioned next to an existing street light.
Assessment
The proposal will result in little visual change to the appearance of the building and even the pole-mounted camera will not have a significant impact on the streetscene which is already characterised by the street furniture, the access to the school, the parked vehicles and the swimming pool building.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of closed circuit cameras as shown in drawings reference CRHS/01 and -02 and the photographs all received on 23rd February, 2007.
