The site defined in blue represents the holding of Robin Hill Farm which is located to the east of the Ballakilpheric Road (B44) off the public footpath which leads to Colby Glen, to the south east. The farm accommodates the farm house, some small sheds to the east of the farm house and between the farmhouse and the lane/footpath are some older farm buildings. There is also a more modern agricultural building permitted in 1976 (see below).
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as of an Area of High Landscape or Coastal Value and Scenic Significance.
The following applications have been submitted in respect of this site:
IDO 41643 - erection of agricultural building (implement barn) - permitted, 1976 PA 06/0765 - erection of kennel facility - refused initially for reasons relating to potential noise nuisance PA 07/0010 - erection of two agricultural livestock buildings - presently under consideration PA 07/0260 - erection of a cattery - permitted.
Also, PA 05/92156 - erection of agricultural building - was permitted for Mr. P. Quilliam, formerly farming Robin Hill Farm but now farming the remainder of land retained apart from the acreage still associated with Robin Hill Farm which is as shown in the application. This building is largely constructed and is to the north of the application site.
This application proposed regularisation of works which have been carried out to an existing building which sits to the south west of the farmhouse. The works which have been carried out represent the removal of a pallet frontage and its replacement with a timber front with table doors and a double door at one end. The walling around what now looks like a stable has been reduced and new stone cappings fitted. The works have resulted in a tidying up of the building which sits next to the public footpath.
The building is described as a farm outbuilding/ farm workshop.
There is a suggestion from the Department of Transport that the building shall be used ancillary to the use of the main dwelling. I suspect that this is in order to restrict the generation of additional traffic from someone else using the building for purposes distinct from what is being carried out on the remainder of the land. It would be more appropriate to attach a condition which restricts the use of the building to purposes associated with the running of Robin Hill Farm as defined on the submitted plans.
A similar concern is expressed by nearby neighbours at Cronk-y-Dhooney Farmhouse who request that a condition is attached to require that the workshop is not a commercial operation.
The works have clearly improved the appearance of the building which should be encouraged. Provided that the workshop is used in conjunction with the operation of Robin Hill Farm and is not used as a separate or commercial workshop, I can see no objection to this proposal.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The occupants of Cronk-y-Dhooney Farmhouse are very close to the site of this application and as such should be afforded party status in this instance.

C 1. This permission relates to the refurbishment works which have been carried out to the existing outbuilding as shown and described in the photographs and plans reference PDC/S01 and -S02 all received on 27th February, 2007.
C 2. The farm workshop may be used only in conjunction with the operation of Robin Hill Farm and may not be used as a separate or commercial workshop.
C 3. There must be no discharge of surface water to the main foul sewer.
