The Site
The site represents the curtilage of an existing dwelling which is situated on the northern side of Stowell Place, to the north of Arbory Road. The property is a semi-detached house with attached flat roofed annex which was permitted under PA 06/1379.
Planning Status And Relevant Policies
The site lies within an area designated on the Castletown Local Plan as Residential. The site is similarly designated on the draft Castletown Plan of 2001.
Planning History
The following applications have been submitted in respect of this site:
PA 03/1614 - alterations and relocation of back door - permitted - permitted
PA 06/1379 - alterations and erection of a single storey extension - permitted
The Proposal
Proposed here is the replacement of the permitted (but not built) single storey annex with a two storey extension to provide a bedroom as well as the kitchen beneath. The extension will have a pitched roof which is some way -1m - below the height of the main ridge. The extension is to be finished to match the main dwelling.
Assessment
There are to be no windows in the elevation which faces number 7 and this property is already set slightly further back on the site than the application property thus reducing the effective length of the proposed annex to around 3m rather than the full 4.5m.
There are no objections from the occupants of the adjacent property but the extension will close in the outlook from the rear of the property more so than would be the case with the single storey annex approved previously.
I have consulted the next door neighbour who has responded with queries regarding the existing pipework which runs around the rear of the property. The applicant has responded to this by clarifying where the pipework is and how works would be undertaken and this has been passed on to the neighbour who has confirmed that he has no objection to the proposal.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The occupant of number 7, Stowell Place should be afforded party status as he is directly affected by the proposal.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawing reference 06/104/01 and the location plan both received on 5th December, 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
