Officer's Report
The Site
The application site forms an existing dwelling located to the south of Top Road, Crosby and access via a lane that serves a small number of properties. The site is not readily visible from the A23 Top Road, nor readily visible within the landscape.
Planning Status
The site is located in an area designated as being High Landscape Value and Scenic Significance within the 1982 Development Plan Order.
Planning History
There have been a number of previous applications relating to the application site, however, none of these are considered relevant to this application.
The Proposal
The application proposes the construction of a two storey to the side elevation, together with single storey link to the existing garage to the front of the property, and further extension to the existing garage.
Representations
Marown Parish Commissioners advise that they have approved the application. The Department of Transport Highways Division advise of no objection and the Chief Fire Officer request a note in relation to smoke detection.
Assessment
The application site is not readily visible within the landscape and forms a modern, detached two storey property, situated within a large curtilage. The construction of the extensions proposed, will not adversely affect the appearance of the dwelling, nor its impact within the landscape.
Whilst there have been a large number of previous applications relating to the site, these primarily relate to the location of a driveway and the extent of the residential curtilage. A previous application submitted in 2005, which proposed a two storey extension, was withdrawn although there is no ready explanation on file as to the reasoning, other than a previous application on the site was in the process of being considered at appeal.
Recommendation
It is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to Drawing Numbers 441 - 01; 04; 05; 07, submitted as part of this application and date stamped 11th December 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
