The application description has been altered to include retrospective permission for the work identified in the previous Highway’s response dated 03/12/2021. That previous response also requested further information to be provided regarding the use of the proposed hard standing coloured orange in the amended plans.
The applicant has provided the requested clarification for the hardstanding as well as alterations to the drawings to show the sections that are being retrospectively applied for.
The driveway access has now been widened to include the original and existing (but not applied for) parking areas. A visibility splay of 2.4m x 25m in both directions has been provided, meeting the Manual for Manx Roads minimum requirement for a road subject to a 20mph speed limit. It is noted that the visibility splay to the left on exit does encroach on third party land. However, it is not to significant degree that may obstruct visibility and cause a road safety concern.
The alteration to the highway, in the form of extending a dropped crossing, will require a Section 109(A) Highway Agreement to be made post planning consent.
The applicant has provided further clarification on the use of the orange hardstanding area. The area is intended to be used for the applicant’s ‘hobby activities and will not require direct access to the highway’. From further correspondence with the applicant/agent, Highways understand that the area is to be used as a storage area/working area for DIY type projects. Such items being used and placed onto this hardstanding area do not require direct access to the highway further than occasionally tools/material being brought on by vehicles/trailers. Whilst these manoeuvres may be awkward due to the hardstanding alignment, these are expected to be brief and infrequent. As such, the use and movements associated with the orange hardstanding area raise no significant road safety issue.
The proposal raises no significant road safety or highway network efficiency issues. Accordingly, Highway Services Development Control raises no objection to the proposal subject to all vehicular access arrangements to accord to drawing No.16/2591/03B. The Applicant is advised that a S109(A) Highway Agreement is needed after the grant of planning consent.
