The dwelling Sulby Bridge Cottage, Sulby Bridge, Sulby, is a two storey detached dwelling which is located on the western side of the A3 road and south of the Sulby Bridge.
The application site is within an area recognised as being an area of predominantly residential use, under the Sulby Local Plan Order 1998. The site is not within a Conservation Area, or within an area zoned as high landscape value.
The application proposes alterations and extension to form additional living accommodation. The extension would be a first floor, pitched roofed extension over the existing garage/store. The proposed extension would be finished in materials to match the existing property.
The existing hardstanding would be extended, by the removal of the existing hedge and part of the existing lawn, to provide an additional off street parking provision (total of two spaces).
Lezayre Parish Commissioners advise that they have no objection

Chief Fire Officer:- The Applicant must consult the Fire Safety Department in order to discuss the means of escape from first floor to ground floor which may be Inherently Unsafe in the event of a fire.
The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Consideration needs to be taken to ensure the proposal would not have an adverse impact upon the residential amenity of neighbouring properties and/or upon the visual appearance of the surrounding area.
Regarding possible impacts upon the residential amenity of the neighbouring property Mill View (south of the site); I do not consider the proposal would cause any overbearing impacts, lead to any significant overlooking affects or loss of light.
The proposed extension and alterations have been designed in a traditional form, which would match the existing dwelling.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 06 0073 01 and 06 0073 02 and all received on 9th November 2006.
C 3. There must be NO discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
It is noted that the surface water from the property is to be discharged via a soakaway. The use of soakaways are subject to Building Control approval and if this approval is not granted, the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.
