Supporting Statement for Pitches Planning Application
- The pitches are to be provided for the use of Corinthians Football Club, Douglas Royal Football Club and Isle of Man Vagabonds Rugby Club, all of whom are being displaced from elsewhere. The relocation of these clubs is a consequence of the Isle of Man Sport and Recreation Strategy that has been approved by Tynwald. Attached is a background paper 'Eastern Pitches Report', that is a component part of this Strategy.
- The land is to be leased to the Department of Tourism and Leisure by the Department of Health and Social Security and subleased to the clubs who have formed a Trust for this purpose. The lease agreement between the Departments includes a reciprocal arrangement on overspill car parking between the main hospital car park and the parking spaces to be provided with the pitches. The pitches are generally used at weekends and for training in evenings when the hospital is not busy and vice-versa.
- The application includes a car park providing 110 spaces which is based on the clubs current average requirement. There is room for a further 20 spaces if required. A footpath link to the main hospital is to be provided.
- The formation of the pitch platforms has been designed on the 'cut and fill' principle to reduce the need for transportation of large amounts of material either to or from the site. The remodelling is clearly indicated on the MacOwan Collett engineering drawings. The height of the platforms is exaggerated in these drawings due to a 5:1 difference in vertical to horizontal scale.
- A response is awaited from an enquiry to Department of Agriculture, Fisheries and Forestry with regard to the best time of year to remove the hedge which crosses the site and the two associated trees.
- The provision of changing rooms and a clubhouse will be the subject of a future application as will flood lighting of the pitches if it is ever required. All such structures can be accommodated within the height limit set by the street lighting standards adjacent to the helicopter pads. Any requisite visual warnings would be provided. The Department's Aviation Consultant, Kit Pemberton, has provided advice on this matter.
