The proposed means of access is acceptable from the highways viewpoint. It reflects the current the PA 20/00648/B which was supported to serve the then existing properties and an intended new garage.
The proposed / planned layout would be / is suitable being recessed and splayed similar to the existing access serving the site with adequate visibility splays on exit of 2.0 x 25m at a height below 1.05mbased on actual observed speeds of round 20mph where few vehicles pass. Notwithstanding, 43m is achievable to the left compliant with the existing 30mph speed limit. Any gates should open inwards or slide. A separate technical review under a s109(A) Highway Agreement is necessary for works in the highway after grant of any planning consent.
The proposed / planned new access lane is 3.4mwide sufficient to allow shared pedestrian and vehicle use. No pedestrian, vehicle and waste bin storage details are submitted within the grounds for a replacement dwelling. These will be necessary at reserve matters or a full application stage. There is sufficient space for hardstanding to provide adequate parking and turning with the car parking amount to realise the IOM Strategic Plan minimum car parking standards. Typically, the provision is for two spaces. The dimensions of parking spaces are set out in Manual of Manx Roads. Any garage should meet minimum internal dimensions to count as car parking and allow sufficient space for bicycles and the storage of other items. For a single facility this is 6 x 3m. An electric vehicle charging point should be considered to aid climate change objectives. Should no garage be provided separate storage should be installed for bicycle parking to accommodate sufficient numbers at one space per bedroom.
The Applicant / Developer must provide run off / surface water drainage where necessary to prevent water from flowing out onto or damaging the public road. Similarly, on construction of the vehicular access, the existing road drainage must either be retained or an effective alternative scheme provided at the Applicant’s / Developer’s expense on a satisfactory arrangement being drawn up and agreed with the Highway Services’ Drainage team.
The proposal raises no significant highway safety or network functionality issues. Accordingly, no opposition is raised to this proposal subject to conditions for access, visibility splays, the access lane to Drawing no 04 A, and
to provide details prior to commencement of the internal vehicle and pedestrian layout, bicycle and car parking, plus waste bin storage. The Applicant to note that a s109(A) Highway Agreement applies for the access works.
