The Site
The site defined in blue represents the curtilage of Castle Rushen High School - a secondary school located on the southern side of Arbory Road. Defined in red is a small portion of the roof of a flat-roofed part of the complex in the centre of the block which faces you as you enter the site from Arbory Road.
Planning Status
The site is designated as Castle Rushen High School on the Castletown Local Plan and as Education on the draft Castletown Area Plan.
Planning History
There are a large number of previous planning applications for this site, covering a range of developments from the installation of ramped accesses to classroom extensions. PA 05/0063 proposed the installation of roof-mounted roof ducts and was permitted.
The Proposal
Proposed now is the installation of roof-mounted air-handling units on the flat roof. There are already pipes and lantern lights as well as a small cabinet of machinery. The new unit will be 1.3m in height and 2.3m by 600mm in size along with a silencer and associated ducts alongside.
Assessment
The roof is already characterised by equipment and rooflights and is a flat roof finished in felt. Even if the new equipment will be seen, it is unlikely to appear as a detrimental or conspicuous feature on this roof.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

This permission relates to the installation of an air handling unit and associated ducts and silencer as shown in drawings reference 32121/01 and -02 both received on 5th October, 2006.
